§ 91.17 APPLICATION; FEE; EXPIRATION; TAGS.
   (A)   Upon application being made to the city, giving the full name and residence of the applicant and a full description of the dog to be licensed, the issuing department shall issue to such applicant a license to own or harbor a dog for the term commencing at the date of such license and terminating the following June 30.
   (B)   At the time of issuing the license, the issuing department shall issue to such applicant a tag of durable material, containing the number of the license, duly stamped or engraved thereon, the year when issued, together with the words “Dog License, City of Inkster, Michigan”, however, before the issuing department shall deliver such license and tag, the applicant therefor shall pay the City Treasurer a fee to be set by City Council resolution, with the exception of any dogs acting in assistance to a person physically afflicted, such as blindness, and the like, such exemption to be granted at the discretion of the Mayor.
   (C)   Such license shall entitle the applicant to keep or harbor such dog for the term commencing from the date of said license and terminating at midnight on June 30 following its issuance. When issued for a period less than six calendar months next prior to July 1, the City Treasurer shall collect a total of one-half of the license fee hereinbefore provided. The shape and style of the tag shall be changed each year beginning July 1.
