§ 72.85  ISSUANCE OF APPEARANCE CITATIONS FOR PARKING OR STANDING OF MOTOR VEHICLES.
   (A)   The following sworn personnel are hereby authorized to issue appearance citations to any responsible individual that is in violation of the city's ordinances regarding the parking or standing of motor vehicles:  sworn members of the Auxiliary Police, Code Enforcement Officers and sworn officers of the Police Department.
   (B)   An appearance citation means a complaint or notice upon which the aforestated sworn personnel shall record an occurrence involving one or more violations regarding the parking or standing of motor vehicles by the person cited.  Each citation shall be numbered consecutively, be in a form as determined by the Secretary of State, the Attorney General, the State Court Administrator and the Director of the Department of State Police and shall consist of the following parts:
      (1)   The original which shall be a complaint or notice to appear by one of the aforestated personnel and shall be filed with the court in which the appearance is to be made.
      (2)   The first copy shall be retained by the local traffic enforcement agency.
      (3)   The second copy shall be delivered to the alleged violator if the violation is a civil infraction.
   (C)   In a civil infraction action involving the parking or standing of a motor vehicle, a copy of the citation need not be served personally upon the defendant but may be served upon the registered owner by attaching the copy to the vehicle.
