The moneys collected in the meter coin boxes shall be delivered to and received by the City Treasurer and accounted for and deposited by him, which moneys shall be used to defray the expense of proper regulation of traffic upon the public streets of the city; to provide for the cost of supervision, regulation and control of parking of vehicles in parking meter zones; and to cover the cost of purchase, supervision, protection, inspection, installation, operation, maintenance, control and use of parking meters and facilities, the acquisition of suitable lands off streets which can be used for vehicular parking purposes and on which parking meters can be installed.
