Whenever because of traffic congestion or other cause the public safety is imperiled, the public convenience can be better served, and traffic regulations can be more adequately enforced with the assistance secured through the installation and maintenance of parking meters, such parking meters may be installed under and in accordance with the provisions of this subchapter.
