As an accommodation to the public utilities, or other parties, the Water Department may move its mains, services or other parts of its distribution system, or perform such other work as requires the experience and specialized equipment of the Department. Such work shall be undertaken only upon purchase order or a cash deposit to cover the estimated cost of the job. When the work is completed and costs determined, detailed bills shall be rendered.
