   (A)   No owner or occupant of any building or premises shall be allowed to supply water to another building through a pipe line connected from owner’s or occupant’s building to another family, firm or corporation building, except by permission of the City Council, or permit any unnecessary waste of water. If found doing so, the supply of water may be shut off at the option of the Department.
   (B)   The supply of water may be withheld from premises when the ordinances of the city and rules and regulations of the Department have in any manner been violated. If any person shall, after the water has been shut off from any premises, cause or suffer such premises to be supplied with water without permission from the Department, such premises shall be disconnected from the distribution pipe of the Department and the cost of such disconnection and reconnection charged to the premises.
