(A) Water shall be turned off promptly by the Water Department upon request, or turned on promptly, provided all rules of the Department have been complied with, except that water will not ordinarily be turned on or off in the absence of a person responsible for the premises. The Department, however, shall not shut off a supply of water where such action would involve the City Council in a controversy between other parties, regarding a matter beyond the jurisdiction of the Department.

(B) No charge shall be made for turning water on or off except where water is turned on after it has been turned off for nonpayment of the bill.
