No person shall tap or connect any water mains or insert a service connection therein, nor open or close any valves or hydrants, nor molest or interfere with any valve or valve box cover, water meter, detector check value or other part of the system, excepting employees of the Water Department or except upon written permission from the office of the Department, or in case of fire.
