For the purpose of promoting the health, safety and general welfare of the inhabitants of the city, there is hereby created in the city provisions regulating and providing for garbage, fruit, vegetable, animal or other solid kitchen waste materials, from individual dwelling units and other food handling and preparing establishments, resulting from the preparation and handling of any food and/or drink, which may be admitted to the sanitary sewer if first passed through a mechanically operated grinder.
