The purpose of this chapter is to establish a municipal fee structure for the various departments in the city. In this regard, the city offers a variety of significant services to its residents, businesses and visitors for which it charges an administrative fee and/or a user fee which would be commensurate with the cost incurred by the city to perform the requested service. The cost of performing the services for which administrative fees and/or user fees are charged has continued to increase over the years without any increase in the applicable administrative fee and/or user fee to the identified user which as a unique benefit of the service. Furthermore, the city staff has contacted numerous municipalities in order to conduct an analysis of the cost of providing services and recommended fees for services. In this regard, the City Council finds that amending the city Code of Ordinances by adding this chapter is in the best interests of the citizens of the city.
