For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
EXPENSES. Include, but are not limited to the actual labor costs of city full-time and volunteer personnel, administrative costs, costs of equipment and facilities, including maintenance and operation costs of materials, costs of disposal and the cost of any item relating to the performance of services in response to a fire related emergency.
NEGLIGENTLY CAUSED FIRE EMERGENCY. A fire negligently caused by the owner or occupant of property and/or structures which presents a direct and immediate threat to public health and safety an requires immediate action by the Fire Department.
