In the event the parties determined to be responsible for the repayment of hazardous material emergency expenses shall fail to make payment to the city within 30 days after the date of mailing on the notice or 30 days after a decision by the hearing officer, the city may initiate legal action to recover all expenses determined to be owing from the responsible parties.
