For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
EXPENSES. Include, but are not limited to, the actual labor costs of city full-time and volunteer personnel, administrative costs, costs of equipment and facilities, including maintenance and operation costs of materials, costs of disposal and the cost of any item relating to the performance of services in response to a fire related emergency.
HAZARDOUS MATERIALS EMERGENCY. A sudden and unexpected release of any substance that, because of its quantity, concentration or physical, chemical or infectious characteristics, presents a direct and immediate threat to public health or safety or to the environment and requires immediate action to mitigate the threat.
