The City Treasurer shall make an annual report to the City Council prior to the public hearing required before adoption of the budget with a recommendation thereon as to the appropriations necessary to carry out the provisions of this subchapter. Such appropriations as may be approved by the Mayor and City Council shall then be included in the budget for the ensuring fiscal year, subject to the normal budget process as defined in the City Charter.
