§ 38.05  LOSSES.
   (A)   Wherever any loss accrues payable from the Reserve Fund, payment shall be made therefrom, subject to approval of the City Council, from such sum as may be available to cover the loss involved.
   (B)   Should any loss or losses exceed the accumulation in the Reserve Fund, then any deficiency in the Fund to pay such loss shall be supplied in such manner as the City Council may lawfully determine.
