This subchapter shall apply to all eligible projects, as herein defined, whether or not federally assisted, unless the provisions herein conflict with federal or state law, or rules and regulations promulgated thereunder, or applicable federal or state grant requirements. In such cases of conflict, federal or state laws, rules or regulations shall apply.
