(A) The opening of bids shall take place in the presence of any two administrative officers of the city. It shall be the duty of the Mayor or his duly authorized representative to report to the City Council, during its regular session, the tabulation of all bids received and to make recommendations on same. (B) The location for the opening of the bids may be held in any building used by the city to carry out public business, and said location must be specifically noted in the advertisement for bids. All bids may be inspected by any and all persons present at the opening of bids after they have been read aloud. (‘68 Code, § 2-304)
