PURCHASING PROCEDURE
Pursuant to Charter, Section 13.1, that “the Council shall provide by ordinance for the purchasing procedure to be followed in all purchases, sales and leases and the letting of contracts therefor,” the same shall be the policy for purchasing by bids for all equipment and supplies in departments in the city.

All specifications for all items to be purchased are to be drafted by the Mayor, who shall act as Purchasing Agent with the aid and advice of department heads. All such specifications are to be in writing and submitted to the City Clerk and to be advertised in either the official newspaper of the city, a newspaper of general circulation in the area, or in a publication suitable for the particular type of bid advertisement, subject to the discretion of the Mayor. Such advertisement for bids shall specify that all bids are to be opened in public on the date and time set forth in the advertisement.

(A) The opening of bids shall take place in the presence of any two administrative officers of the city. It shall be the duty of the Mayor or his duly authorized representative to report to the City Council, during its regular session, the tabulation of all bids received and to make recommendations on same. (‘68 Code, § 2-303)
(B) The location for the opening of the bids may be held in any building used by the city to carry out public business, and said location must be specifically noted in the advertisement for bids. All bids may be inspected by any and all persons present at the opening of bids after they have been read aloud. (‘68 Code, § 2-304)
