The City Clerk shall issue a permit for compliant collection bins that conform to the following:
(A) A collection bin permit is valid for a one year period. The renewal application must be filed not later than 30 days before the current permit expires.
(B) If the permit expires and the permit is not renewed, the collection bin must be removed from the real property within a maximum of ten days after expiration of the permit.
