§ 102.03  PERMIT REQUIRED.
   No person or entity shall cause or permit the installation or placement of a collection bin upon any real property located within the city, whether public or private, without first obtaining an annual permit from the City Clerk. The city reserves the right to deny or issue a bin permit.
