Financing shall be accomplished through the Unemployment Compensation System Fund, herewith established to account for related revenue and expenditures, including payment of unemployment benefits. The City Treasurer shall recommend to the City Council annual appropriations to be made for this activity, provided that no appropriation will be required after a fund balance of $80,000 has been accumulated in the Unemployment Compensation System Fund.
