A claimant to be eligible for benefits must be unemployed, as defined, and must make a claim for benefits in the manner prescribed by the City Treasurer, and further must:
(A) Be able and available to perform full-time work which he is qualified to perform by past experience or training, and of a character generally similar to work which he has earned wages;
(B) Be in compliance with registration and reporting requirements; and
(C) Be seeking work.
