No person in the classified civil service or seeking admission thereto shall be appointed, removed, promoted, demoted, or in any way favored or discriminated against because of race, color, sex, age, racial origin, handicap, religion or political affiliation, except for membership in any organization which advocates the overthrow of, or disloyalty to, the government of the United States or any subdivision thereof. For the protection of vital governmental services, the City Council may authorize the Civil Service Commission to administer loyalty oath to all employees of the city, and to remove from the classified civil service any employee who is found to be disloyal to the government of the United States or any subdivision thereof, or who shall refuse to take such oath.
