Whenever any certification is made by the Civil Service Commission from eligible lists to fill a vacancy in the service, the Commission will certify those persons who have passed the examinations and are therefore eligible for employment. The three persons standing highest on the eligible list may be considered for appointment by the appointing authority. If overall qualifications and suitability for the job, city residency, as well as affirmative action goals are not met by the three persons standing highest on the list, then the next highest interval of three persons on the list may be considered for appointment until a suitable person is appointed. Persons considered but not appointed shall be provided with a valid reason for rejection in writing to be submitted by the Commission.
