All property taken or found by any officer of the Police Department of the city, in possession of any person arrested or charged with violation of the law, all property or money taken on suspicion of having been feloniously obtained or being the proceeds of crime and for which there is no other complainant other than the person from whom it was taken, and all lost and unclaimed property, the ownership of which cannot be determined, coming into possession of the Police Department or any other department of the city, and all property and money taken from pawnbrokers as the proceeds of crime and whose lawful ownership cannot be determined shall be deposited and disposed of as provided in this subchapter.
