Whenever a police officer of the city reasonably suspects, or has reasonable cause to believe that the behavior of an individual warrants further investigation for criminal activity, such officer may stop, temporarily detain and question such person. If such police officer shall not be in uniform at the time, he shall first identify himself as a police officer to the person detained.
