(A) The Mayor shall be charged with the administration of the Water Department and from time to time shall employ such administrative assistants and employees as may be necessary to efficiently operate the Water Department.
(B) The rules and regulations hereinafter named shall be considered a part of the contract with every person, firm or corporation who is supplied with water through the water supply system of the city.
(C) In all cases where any unusual circumstances make it necessary to deviate from the regular rules, special permission must first be received from the City Council.
