Pursuant to and as provided by the City Charter, the City Council through such agents or employees as it shall see fit to employ is invested with and shall exercise full authority over and control of the water supply system and extensions thereof, also the maintenance and operation of said water supply system, and shall have authority to enforce all regulations adopted with respect thereto.
