§ 157.13  ANNUAL PUBLICATION REQUIRED.
   This subchapter shall be published for two consecutive weeks prior to May 1 and September 1 of each year with the last of said publication dates being not less than 15 days nor more than 30 days prior to May 1 and prior to September 1 of each year in some newspaper published and circulated within the city.
