The responsible resident agent shall be a person or representative of a corporation, partnership, firm, joint venture, trust, association, organization or other entity, and shall be designated by the owner as responsible for operating such premises in compliance with all the provisions of the city code. All official notices of the city may be issued to the responsible resident agent, and any notice so issued shall be deemed to have been issued upon the owner of record. A resident agent must be designated at the time of application and the resident agent designation shall be kept current at all times.
