No building or structure of any kind shall be moved from or to a parcel of property within the city or through the city by way of streets within the city limits, unless a permit for such move shall have been issued by the city and a notice of such move is given to the city pursuant to the provisions of this subchapter. The city shall require the permittee to obtain liability insurance in an amount not less than $100,000, or in an amount equal to the value of the structure moved, whichever amount is greater. The afore stated amount may be changed, from time to time, by resolution of the City Council. The liability insurance policy obtained by the permittee shall name the city as an additional named insured.
