The Downtown Development Authority shall exercise its powers within the following described area:
“Land located in Section 25, Town 2 South, Range 9 East, and Section 30, Town 2 South, Range 10 East, City of Inkster, Wayne County, Michigan, being more particularly described as follows: Beginning at the intersection of the south right-of-way line of Cherry Avenue (60 feet wide) and the west right-of-way line of Harrison Avenue (60 feet wide) being a part of “Dearborn Acres Subdivision No. 2" as recorded in Liber 33, Page 79, of Plats, Wayne County Records, proceeding thence northerly along said west right- of-way line of Harrison Avenue, approximately 1,286 feet to the southerly right-of-way line of Michigan Avenue (204 feet wide);
