§ 32.141  VOLUNTEERS; APPOINTMENT; RECORDS.
   An emergency management volunteer when in an emergency situation as defined in this subchapter, or when of an official training assignment, may have the same powers as the regular members of any department of the city, such as the Police, Fire or Department of Public Services, while performing duties at the specific direction and control of the head of the department, his designee or a sworn member of the department, if the head of the department, or his designee in his absence, has issued a written order requesting that emergency management volunteers have said powers.  A volunteer is not considered on duty 24 hours a day.  A volunteer is only considered on official duty when he has been specifically assigned a duty either for training purposes or for emergency situations.  When a member is not on official duty he will have no power whatsoever to act in any official capacity.
