(A) It is the intent and purpose of this subchapter to establish an organization that will insure the complete and efficient utilization of all of the city’s resources during periods of emergency.
(B) The City Office of Emergency Management will be the coordinating agency responsible for city- wide emergency procedures; it will provide the means through which the Mayor and City Council may exercise the authority and discharge the responsibilities vested in them by this subchapter and Act 390, Public Acts of 1976, as amended.
(C) This subchapter will not relieve any elected officials or city department of the normal responsibilities or authority given to it by general law or local ordinance, nor will it affect the work of the American Red Cross or other volunteer agencies organized for relief in natural disaster.
