In addition to those duties and responsibilities outlined in § 32.116, the Cable Television Commission shall:
(A) Submit an interim budget to the Mayor specifying the proposed allocation of access equipment funds; and
(B) Develop and recommend annually thereafter to the Mayor a proposed budget for the distribution of the allocated cable franchise fee funds for the encouragement of local access programming and cable casting as part of the city’s normal budget process.
