(A) The Library and Historical Commission shall have the power to receive gifts and memorial funds in accordance with Commission policy as approved by the City Council. It shall have the power to expend money for the purpose of carrying out an effective library program, in accordance with the City Charter and ordinance provisions. It shall also have the power to set rules and regulations for the management of the internal operation of the library in cooperation with the County Library Board.
(B) The Commission shall adopt bylaws and write policies for the property process of their functions as approved by the Council. It shall provide for the administration of the library and define the objectives of the library. It shall create and maintain public interest and conduct and encourage library-related activities. It shall prepare specific annual reports, and submit recommendations on library matters coming to its attention or present to it by the Council or the County Library Board. It shall submit to the Council, in accordance with charter provisions, an estimate on the budgetary needs of the library system.
(C) The Commission shall not have the power to alter, decorate or modify the interior or exterior of the building without specific approval of the Council.

(D) In addition to its previously established duties and powers, the Commission shall have the power to expend money for the purpose of carrying out an effective historical program. Such expenditures shall be limited to budget appropriations and ordinance and Charter provisions. The Commission shall collect, acquire, formulate and exhibit historical data, material, equipment, and other items of civic interest. (Ord. 268, passed 9-6-66)
