The Library and Historical Commission shall be composed of seven members, one member from each of the six districts as said districts are defined in the City Charter and one member to be appointed at large. All members shall be residents of the city. All appointees shall serve for a period of two years. Each member shall continue in office until a successor is appointed. All appointments shall be made by the Mayor subject to confirmation by the majority of the City Council.
