The Parks and Recreation Commission shall serve as a policy body. Its responsibilities shall include but not be limited to:
(A) Review of fees, as established by administrative staff, for leagues, individuals, classes, and the like, or any program that requires a fee, for input on procedures and program administration.
(B) Review of departmental budget and providing advice; and making recommendations on budget for further consideration by the Director of Parks and Recreation.
(C) Serving as an appeals board for disputes involving teams, referees, scheduling or related items upon the discretion of the Director of Parks and Recreation.
(D) Certifying or approving referees or umpires who officiate within the recreation program, upon recommendation from administrative staff.
(E) Responding to requests by the City Council requiring administrative staff attention that shall be presented to the Director of Parks and Recreation.
(F) Responsibility for the administration of personnel matters shall be that of the Parks and Recreation Director. The Commission may provide advisory input into the decisions of the Director.
