The City Council upon receipt of an application properly certified to may issue a permit for not more than one year to engage in or carry on excavating or quarrying operations at the place specified in the application upon payment to the City Treasurer of the sum of $100. Such permit shall expire as the City Council may direct. Such permit fee shall be paid to the City Treasurer, at the time of filing the application, who shall issue a receipt for the deposit only of said fee.
