In addition to all other fees set forth in other ordinances of the city, the following fee schedule shall apply to engineering services for planning and inspection and for the cost of obtainment of easements in multi-family projects, commercial developments and subdivisions: Whenever the city is required to expend money for engineering services for planning or inspections in connection with multi-family projects, commercial developments and subdivisions, the developer shall be required to reimburse the city the amount expended by the city for such services prior to final inspection or approval of a subdivision plat.
