(A) General rule. Words and phrases shall be taken in their plain, or ordinary and usual sense. However, technical words and phrases having a peculiar and appropriate meaning in law shall be understood according to their technical import.
(B) For the purpose of this code, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CHARTER. The Charter of the City of Inkster. ('68 Code, § 1-102)
CITY, MUNICIPAL CORPORATION, MUNICIPALITY, or TOWN. The City of Inkster, Michigan.
CODE,THIS CODE or THIS CODE OF ORDINANCES. This municipal code as modified by amendment, revision, and adoption of new titles, chapters, or sections.
COUNCIL. The words COUNCIL and CITY COUNCIL mean the Council of the City of Inkster. ('68 Code, § 1-102)
COUNTY. Wayne County, Michigan.
MAY. The act referred to is permissive.
MONTH. A calendar month.
NUMBER. Words in either the singular or plural numbers shall include either or both numbers and may apply in any instance to a particular person or persons. ('68 Code, § 1-102)
OATH. An affirmation in all cases in which, by law, an affirmation may be substituted for an oath, and in such cases the words SWEAR and SWORN shall be equivalent to the words AFFIRM and AFFIRMED.
OFFICER, OFFICE, EMPLOYEE, COMMISSION, or DEPARTMENT. An officer, office, employee, commission, or department of this municipality unless the context clearly requires otherwise.
OWNER. Applied to a building or land, shall include any part-owner, joint-owner, tenant-in-common, tenant-in- partnership, joint-tenant, or tenant-by-the-entirety, of the whole or of a part of such building or land. ('68 Code, § 1-102)
PERSON. Includes firms, joint adventures, partnerships, corporations, clubs and all associations or organizations of natural persons, either incorporated or unincorporated, howsoever operating or named, and whether acting by themselves or by a servant, agent or fiduciary, and includes all legal representatives, heirs, successors and assigns thereof. ('68 Code, § 1-102).
PRECEDING or FOLLOWING. When used by way of reference to any title, chapter or section of any ordinance of the city, shall be construed to mean the title, chapter or section next preceding or next following that in which such reference is made, unless when some other title, chapter or section is expressly designated in such reference. ('68 Code, § 1-102)
PROPERTY. Includes real and personal property.
PUBLIC PLACE. Any street, alley, park, cemetery, public building, or any place of business or assembly open to the public or frequented by the public. ('68 Code, § 1-102)
SEAL. In all cases in which the seal of any court or public office shall be required to be affixed to any paper issuing from such court or office, the word SEAL shall be construed to mean the impression of such seal on such paper alone, as well as the impression of such seal affixed thereto by means of a wafer or wax. ('68 Code, § 1-102)
SHALL. The act referred to is mandatory.
SIGNATURE or SUBSCRIPTION. Includes a mark when the person cannot write.
STATE. The State of Michigan.
SUBCHAPTER. A division of a chapter, designated in this code by a heading in the chapter analysis and a capitalized heading in the body of the chapter, setting apart a group of sections related by the subject matter of the heading. Not all chapters have subchapters.
WEEK. Seven days. ('68 Code, § 1-102)
WRITTEN. Any representation of words, letters, or figures, whether by printing or otherwise.
YEAR. A calendar year, unless otherwise expressed; equivalent to the words YEAR OF OUR LORD.
