§ 151.021  COST FACTORS; UNIT COST PER GROSS SQUARE FOOTAGE AND CONSTRUCTION COST.
   (A)   The unit cost factors which shall be used in the computing of fees shall be as established annually by the Building Officials and Code Administrators Association in bulletin form, Building Valuation Data Report.
   (B)   The construction cost of all new buildings and additions to buildings shall be determined by multiplying the gross square footage of the proposed structure by the proper factor as given in the latest copy of the publication referred to in division (A) of this section.  The construction cost of alterations, rehabilitation and of miscellaneous structures shall be determined by sworn statements of the applicant and contracts signed by the owner, for permit, and the statement shall be verified by the building inspector.
   (C)   The unit costs are applied to the gross square footage of a building and include all structural, electrical, plumbing, mechanical, interior finish, normal site preparations, including excavation and backfill, overhead and profit. Architectural fees, cost of land and off-site costs are not included.
   (D)   The construction cost as determined above shall serve as the basis for the charging of permit fees and for statistical records.
