(A) Establishment. There is hereby established the Community Services Commission.
(B) Jurisdiction. The Community Services Commission shall perform the following functions:
(1) Make recommendations to the City Council on matters pertaining to park properties and programming, recreation activities and programs including those serving youth, seniors and the disabled.
(2) Make recommendations to the City Council concerning the parks and recreation element of the General Plan.
(3) Work with other governmental agencies, civic organizations, and non-profit groups to facilitate coordination of the efficient and effective use of recreation facilities.
(4) Make recommendations to the City Council concerning the development, use and maintenance of the city's trails system, having secured input from individuals and organizations in the community with interest and expertise in trails.
(5) Perform such other functions as directed by the City Council.
(6) Establish its own rules and procedures not inconsistent with the intent of this chapter or any other ordinances or laws of the city or state.
