§ 32.09 PLANNING COMMISSION; ESTABLISHMENT AND DUTIES.
   (A)   Establishment. The Planning Commission is established pursuant to Government Code §§ 65100 et seq.
   (B)   Jurisdiction. The Planning Commission shall perform the following functions:
      (1)   Periodically review, and as necessary revise the General Plan.
      (2)   Implement the General Plan through actions including, but not limited to, the administration of specific plans and zoning and subdivision ordinances.
      (3)   Annually review the city's capital improvement program and the local public works projects of other local agencies for their consistency with the General Plan.
      (4)   Act as the city's planning agency and carry out the duties of the planning agency as set forth in state planning and zoning law, except that the City Council shall serve as the city's planning agency for purposes of reviewing real property acquisitions and dispositions for General Plan conformity when conformity review is required by Government Code § 65402, as it may be amended from time to time.
      (5)   To advise the City Council as necessary on historic preservation matters;
      (6)   Perform such other functions as directed by the City Council.
      (7)   Establish its own rules and procedures not inconsistent with the intent of this chapter or any other ordinances or laws of the city or state.
