§ 71.03 APPLICATION .
   (A)   The provisions of this chapter prohibiting the stopping, standing, parking and storage of vehicles shall apply at all times or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the direction of an enforcement official or official traffic control device.
   (B)   The provisions of this chapter imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the Vehicle Code, this Code or other ordinances of the city prohibiting or limiting the stopping, standing, parking and storage of vehicles in specific places or at specified times.
   (C)   The provisions of this chapter also apply to private roads within HOAs whereby the city and the HOA have entered into an agreement ratified by City Council, as provided by Sections 21107.7, 21107.8 and 21107.9 of the California Vehicle Code, whereby the city is authorized to patrol and enforce this chapter on such private roads for the benefit of motor traffic, and at the request of the HOA residents.
