A permit for the installation of external lighting may be granted by the Building Inspector upon him or her being satisfied that the proposed lighting is within the limits set forth in this subchapter and will not adversely affect the safety, health, convenience, comfort, and general welfare of the city and the premises adjoining the lot on which such lighting is to be located.
