§ 152.24 PROPERTY OWNER’S OBLIGATION NOT TO DAMAGE OR ALTER IMPROVEMENTS.
   It shall be the obligation of the property owner not to damage, destroy, or significantly alter the improvements and not to allow any condition or activity upon his or her property that will impair the proper functioning of the improvements. For violation of this section, the property shall be subject to the imposition of a lien for the amount necessary to remedy the violations, which lien may be enforced in the same manner that mortgages are enforced in addition to other remedies available.
