§ 151.62 GENERAL REQUIREMENTS.
   (A)   No alternate energy system or device shall be installed or operated in the city except in compliance with this subchapter.
   (B)   A building permit shall be required for installation of or modification to any alternate energy systems. Application for a permit must be accompanied by two sets of detailed plans and specifications showing all components and their placement. Plans with system components which are mounted on a roof or which require excavation or drilling in the earth shall include certification by an engineer licensed in the state.
   (C)   Roof mounted energy systems and equipment shall be permitted only if they are determined by a qualified engineer not to present any safety risks, including, but not limited to, the following:
      (1)   Weight load;
      (2)   Wind resistance; or
      (3)   Ingress or egress in the event of fire or other emergency.
   (D)   (1)   No alternate energy system, device, or component shall be mounted:
         (a)   On a building wall; or
         (b)   In or on a roof such that it is visible from the street on which the building is located.
      (2)   Additionally, for buildings on a corner lot, the following applies.
         (a)   No alternate energy system, device, or component shall be mounted in or on a roof such that it is visible from the side street.
         (b)   Only flush mounted solar panels are permitted.
   (E)   Alternate energy systems are permitted only when in compliance with the requirements of this subchapter and all other city ordinances, codes, or requirements.
   (F)   Outdoor wiring or piping for alternate energy systems and devices shall be concealed insofar as possible and, where not completely concealed, shall consist of no more than one visible conduit.
   (G)   All height limitations of the city code shall be applicable to all alternate energy system components. For roof mounted systems, no component may extend above the roofline directly above it on the roof plane upon which it is mounted.
   (H)   Alternate energy system equipment shall be located so as to not block any existing view from surrounding properties.
