A small cell facility operator may, as a permitted use not subject to zoning review or approval, collocate or remove a small cell facility and construct, maintain, modify, operate, remove or replace wireless support structures in, along, across, upon, and under the public way. An operator shall comply with all provisions of this chapter and any other applicable requirements of the city for construction and public safety in a public way, except where otherwise required or regulated by R.C. Chapter 4939. All structures and facilities shall be constructed and maintained so as not to impede or impair public safety or the legal use of the public way by the city, the traveling public, or other public utilities.
