It shall be the duty of the City Manager to enforce these regulations and to notify the City Solicitor of any violations or lack of compliance with these regulations. Upon such notification, the City Solicitor, in addition to the fines and penalties set forth in § 154.999, and in addition to the remedies otherwise provided by law, is hereby authorized to institute an appropriate action or proceeding in law or equity to prevent such violation, or to restrain, correct or abate such violation.
